Title: Strategies and Technologies for opposing Flood and Drought Disasters & Protect Soil /Water Health and Safety
Abstract:

We are facing problems of flood / drought disasters with soil / fertilizer loss, and aqua-ecosystem degradation with eutrophication endangering the health and safety of drinking water. The underground channel/ reservoir system with certain portion of agricultural land may store water during rainstorm and use water during drought without water evaporation lost and soil/ fertilizer lost in reservoir. It may be constructed by using the shield machine without taking off clays and using reinforced concrete to excavate the soil to the impermeable layer and auxiliary covered by the plastic film to prevent leakage. The river/ lake systems have become a gathering place of various industrial, agricultural and living pollutants at present. To develop the healthy aquatic agriculture (HAA) in various polluted waters may achieve the purpose of water quality clarification, rich aquatic products and restoring historical landscape in local area, transforming the pollutants into usable biological resources. By using floating/ suspending ecological islands, on which vegetables, feedstuffs, flowers, mollusks, fishes, shrimps and other hydroponic living things can be cultured without adding fertilizer/ pesticide under flow/ wave conditions. The “soft wall” technology for controlling exchange between internal and environmental masses, the Immobilized Nitrogen Cycle Bacteria (INCB) technology, the technology for dry up water plants with high efficiency, and others were detailed described in this paper. The HAA should be realized from local to large scale to whole watershed for realizing conservation of the rivers, lakes and ocean and support the stainable social economic and ecological development.

We are faced with ecological and environmental problems such as water erosion and water eutrophication endangering the health and safety of drinking water. The canal reservoir system under the farm can store rainwater during rainstorm and use irrigation during drought. It can reduce evaporation, intercept sediment and fertilizer, the ground with ditch pipes s and lakes have become the gathering places of various industrial and agricultural living pollutants. A healthy water body agriculture with clear water quality and rich aquatic products can be established in different polluted water bodies of rivers and lakes, and it can restore the historical landscapes such as submerged plants. It mainly uses solar energy without pesticides and fertilizers through management, to build a floating / floating island that can prevent waves and eliminate waves, planting / breeding advanced plant-based vegetable feed, snail, clam, fish, shrimp, flowers and flower handicraft materials. The "jellyfish project" is adopted in the big lake to guide the existing cyanobacteria blooms to the engineering area and turn it into available resources. In this way, we will protect rivers and seas, and ensure the sustained and stable development of social, economy and ecology.
